I, one of the People (as acknowledged in the 50 State Constitutions), Republican in Form, Sui Juris, present you with this lawful notice SO that you and your agents may provide due care; Please take notice that We the People, exercising our sovereign authority, have diligently studied the founding documents and fundamental principles that define the lawful boundaries of governance in our constitutional republic. With this knowledge, we now unite-peacefully and with resolve-to instruct all government officials, trustees, and servants to uphold these principles, safeguard liberty, and prevent maladministration. All political power is inherent in the People, and any legitimate authority exercised by government exists only by the explicit delegation of the People. Any action beyond this express delegation is an unlawful usurpation. As Thomas Paine stated, there are only two forms of power:

• Delegated Power-a trust granted by the People to government officials.
• Usurped Power-authority wrongfully assumed without lawful delegation, and therefore null and void.
• "All power is originally vested in, and consequently derived from, the People. Magistrates are their trustees and agents and at all times amenable to them. - James Madison, Federalist No. 46
• Maxim of Law 11a. A delegated power cannot be again delegated. 2 Inst. 597; Black's, 2d. 347; 2 Bouv. Inst. n. 1300. A deputy cannot have (or appoint) a deputy. Story, Ag. S. 13; 9 Coke, 77; 2 Bouv. Inst. n. 1936.

Let this serve as a clear and unequivocal directive: the People of this land hold the highest authority, and that the government exists solely by the delegated authority of the People. It has no inherent power of its own, but only that which is expressly granted to it by the sovereign People. Any exercise of power outside these delegated limits is an act of usurpation. Government must operate within the bounds of its delegated authority or face the consequences of violating the People's trust. Likewise, corporations exist as instruments of the state, and since the state derives its authority from the People, corporations are subordinate to the People as well. The People are the ultimate sovereigns over both the government and all entities created by it. Any attempt by government agencies or corporate interests to infringe upon the People's rights under the pretense of disaster relief, safety, or reconstruction is an open act of war against the People and constitutes treason against the sovereignty of the People.

 

CORPORATE COLLUSION & PREMEDITATED INSURANCE FRAUD

Please take notice that it is no coincidence that major insurance companies canceled fire policies on homes in the affected region shortly before the fires broke out. The premeditated nature of these actions raises serious concerns regarding foreknowledge of the disaster, collusion with corporate entities, and intent to deprive rightful landowners of their property.

There are only SO many coincidences before a clear pattern emerges:

• Widespread cancellation of insurance policies in high-risk areas with no alternative solutions offered.
• Simultaneous corporate-backed Smart City development proposals seeking the same land that has now been burned.
• Rapid movement to seize land under the pretext of emergency recovery efforts.

This orchestrated action indicates willful suppression of risk mitigation by corporate interests to facilitate large-scale land acquisition at the expense of the People. By deliberately exposing property owners to financial ruin, these corporations and their government accomplices have created a scenario in which displaced families have little recourse but to surrender their land-an act of extortion and criminal fraud.

This aligns with the classic "disaster capitalism" model, where orchestrated crises are exploited to force land transfers and consolidate property under centralized control. As history shows, when financial institutions, government agencies, and corporate developers collude, the People become the victims of legalized theft.

The Maxims of Law state:

• "Fraud vitiates everything it touches.
• "The created cannot be greater than the creator.' - The People, as the creators of government, stand above the state and its corporate instruments.
• "No one is bound to arm his opponent. - No lawful property owner should be coerced into relinquishing land for corporate-controlled projects.
• "Property is the highest right a citizen has in the commonwealth." - The People's right to their land stands above any fabricated justification for its seizure.

The deliberate removal of financial safeguards, suppression of viable insurance options, and intentional exposure of homeowners to risk constitutes a direct attack on property rights and economic stability. Those responsible for this coordinated scheme must be held fully accountable.

VIOLATION OF PROPERTY RIGHTS UNDER FALSE PRETENSES

Please take notice that the People have become aware of the ongoing deliberate displacement of property owners under the pretext of recovery and rebuilding from the Los Angeles wildfires. Evidence exists indicating prior planning for a Smart City initiative in this very region, revealing an orchestrated attempt to forcibly dispossess the People of their rightful property.

"All people are by nature free and independent and have inalienable rights. Among these are enjoying and defending life and liberty, acquiring, possessing, and protecting property, and pursuing and obtaining safety, happiness, and privacy. California Const. art. 1, § 1.

• "The right of the people to be secure in their persons, houses, papers, and effects against unreasonable seizures and searches may not be violated; and a warrant may not issue except on probable cause, supported by oath or affirmation, particularly describing the place to be searched and the persons and things to be seized." California Const. art. 1, § 13.
• Maxim of Law 51p. "The main object of government is the protection and preservation of personal rights, private property, and public liberties, and upholding the law of God." American Maxim.

Government institutions and corporate entities seeking to obfuscate rightful property ownership through predatory policies must be held accountable. The People do not recognize any fraudulent transaction, forfeiture, or eminent domain order designed to strip landowners of their property for private gain.

NO AUTHORITY TO ABROGATE THE PEOPLE'S RIGHTS

Please take further notice that:

• Government has no authority other than that which is expressly delegated by the People. Any assumption of power beyond this delegation is unlawful.
• Corporations, as creatures of the state, have no power above the People and must act within the constraints of the public trust.
• No entity, public or private, has the authority to erase property ownership through disaster profiteering.
• Any attempt to repurpose land through coercion, misinformation, or non-disclosure is null and void.
• The People retain all rights to reclaim property unlawfully taken and to reject any mandates imposing corporate-controlled governance over their land.

Any furtherance of this Smart City agenda through fraud, coercion, or forced displacement is an act of warring against the People. This constitutes treason against the lawful sovereignty of the People, and all parties involved will be held to account under fundamental and constitutional law.

• Tucker Blackstone Vol. 1 Appendix Note B [Section 3] 1803: "If in a limited government, the public functionaries exceed the limits which the constitution prescribes to their powers, every act is an act of usurpation in the government and, as such, treason against the sovereignty of the people.'

MANDATORY IMMEDIATE ACTION REQUIRED

All responsible parties are hereby commanded to:

1. Cease and desist any and all actions that seek to reclassify, repurpose, seize, or transfer land without the explicit, direct, and fully informed consent of the lawful and rightful property owners.

2. Refrain from further attempts to interfere with private property ownership, restrict lawful land use, or impose corporate, government, or international development agendas upon the People under false pretenses or coercive force.

3. Publicly disclose all contractual agreements, financial incentives, or partnerships that involve government agencies, corporate entities, or international organizations in the establishment of any Smart City projects within the affected regions.

 

EVIDENCE OF SYSTEMIC FRAUD & MALFEASANCE

Please take notice that the probability that the Smart City initiatives, insurance policy cancellations, and land repurposing in Los Angeles are purely coincidental is extremely low-likely less than 0.001% based on historical precedents and statistical analysis.

Why This is Unlikely to be Coincidence:

1. Insurance Companies Pulling Out in Targeted Areas

State Farm and Allstate stopped issuing new policies in California in 2023, citing wildfire risks. Specific regions affected were also locations with active Smart City planning. Historically, mass cancellations in disaster-prone areas often correlate with post-disaster land acquisitions.

2. Historical Patterns of Disaster & Land Takeovers

Hurricane Katrina (2005): After the flood, large areas of New Orleans were privatized and redeveloped. Maui Wildfires (2023): Within days of the fires, developers began attempting to purchase burned properties. California Wildfires (2018-2023): Post-disaster land use changes have often favored corporate interests over residents.

3. Smart City Initiatives Aligning with Burned or Displaced Areas

The SmartLA 2028 plan highlights key zones for redevelopment using high-tech infrastructure. Fires and zoning changes are occurring in areas identified for Smart City transformation. Coincidentally, landowners unable to rebuild due to insurance pullouts and bureaucracy are forced to sell.

Statistical Estimation of Coincidence:

If we assume:

• 5% probability that insurance companies would withdraw from a given region at random,
• 2% probability that a large wildfire would naturally occur in the same area,
• 1% probability that Smart City development would target that exact region independently,

Then, the probability of all three occurring together by random chance is:

P(Coincidence)=0.05x0.02x0.01=0.00001

= 0.001% chance of pure coincidence.

With a 99.999% likelihood that this is NOT random, the overlap of Smart City initiatives, insurance withdrawals, and land repurposing is almost certainly the result of deliberate planning, coordination, or foreknowledge rather than coincidence.

 

LEGAL CONSEQUENCES FOR NON-COMPLIANCE

Failure to adhere to this notice will constitute:

• An act of trespass
• An unlawful seizure of property
• A violation of the natural, constitutional, and unalienable rights of the People
• A direct breach of fiduciary duty by any public officials involved
• Criminal conspiracy to commit fraud and engage in racketeering under color of law

The People-as the supreme authority and source of all lawful government-will take all necessary lawful measures to prevent, resist, and counteract any further encroachments on their property, liberties, and sovereignty.

"That all persons invested with the Legislative or Executive powers of Government are the Trustees of the Public, and, as such, accountable for their conduct Wherefore, whenever the ends of Government are perverted, and public liberty manifestly endangered, and all other means of redress are ineffectual, the People may, and of right ought, to reform the old, or establish a new Government; the doctrine of nonresistance against arbitrary power and oppression is absurd, slavish, and destructive of the good and happiness of mankind." - Maryland Constitution, Article I, Section 6

AFFIDAVIT REQUIREMENT & PRESUMPTION OF ADMISSION

Please take notice that if you contest the validity of this order or claim any lawful authority to infringe upon the inherent rights of the People, you are hereby required to:

1. Respond within ten (10) business days in the form of a sworn affidavit made under penalty of perjury.

2. Clearly cite specific constitutional provisions or lawful authority that grants you the explicit power to override private property rights, natural rights, or the inherent sovereignty of the People.

LEGAL PRESUMPTION UPON FAILURE TO RESPOND

Failure to provide such a response within the time allotted will serve as your tacit admission and legal acquiescence that:

• All statements made herein are true, accurate, and enforceable.
• You possess no lawful authority to override the rights of the People.
• Any further action taken in contravention of this notice is an act of willful misconduct, bad faith, and unlawful aggression against the People.

 

ENFORCEMENT MECHANISM

Let it be known that any individual, corporation, government agent, or entity that continues to promote or enforce any Smart City initiative without full compliance to this order will be held personally and criminally liable for their actions.

The People retain all lawful remedies under the Declaration of Independence (1776), the U.S. Constitution, the Bill of Rights, the Law of Nations (Vattel, 1758), and natural law principles to enforce this order through lawful means as necessary.

This notice stands as a binding declaration upon all recipients. Ignorance of this order shall not serve as a defense for violations of the People's rights and is sent to you in peace and with the love of Christ, SO that you may provide immediate due care to those in whom all political power is inherent, the People.
